Development of mutually beneficial cooperation of the Russian and foreign organizations working in the sphere of researches and development has to be based on a constant information exchange concerning development of hi-tech devices, the equipment, technologies, materials, interchange of new knowledge in the field of energy efficiency improvement, formation of packages of proposals. Basic information support is urged to render assistance in an assessment of R&D cooperation capacity.

1. State program of the Russian Federation "Energy efficiency and energy development " (the executive body is the Ministry of Energy of the Russian Federation)

Development of energy dialogue between the Russian Federation and European the Union at the level of the Ministry of Energy of the Russian Federation within State programs of the Russian Federation "Energy efficiency and energy development" "Energy efficiency and development of power" is realized by means of work of Russian Constant Partnership Council and the EU at the level of Energy Ministry. The course and results of energy dialogue are considered during regular meetings of coordinators: The Minister of Energy of the Russian Federation from the Russian side, and the representative of the European commission on energy questions from the European party. Within energy dialogue the mechanism of consultations of the state institutes with representatives of business community in the form of theme groups on the most important questions of energy policy of Russia and the European Union operates.

Фе the present time the following theme groups work are created by the order of the Ministry of Energy of the Russian Federation:

- a theme group on the energy markets and strategy;

- a theme group on energy efficiency and innovations;

- a theme group on power industry;

- a theme group on nuclear energy;

- the advisory board on gas.

Main objectives of the Program regarding energy saving and improving energy  efficiency are:

- stimulation of investments attraction  into realization of actions (projects) in the field of energy saving and  improving energy  efficiency;

- creation of the legal, organizational and administrative, financial and material conditions promoting creation and realization of actions (projects) in the field of energy saving and improving energy  efficiency;

- increase of knowledge and activity in the field of energy saving and improving energy  efficiency, and also level of knowledge of the citizens responsible for energy saving and improving energy  efficiency.

One of the directions of the Program is development of renewables. Among the main objectives are the following ones:

- stimulation of productions of the electric power with use of renewable sources;

- annual carrying out competitive selections of the investment projects made separately for each technology on the basis of wind power, solar energy, water energy;

- carrying out an assessment of technological and economic capacity of renewables in the Russian Federation for implementation of the balanced state policy in the sphere of improving efficiency of renewables use.

Within the Program allocation of subsidies from the federal budget to budgets of subjects of the Russian Federation on implementation of regional programs in the field of energy saving and improving energy efficiency is annually provided: in 2011 5,271 billion rubles of subsidies, in 2012 – 5,72 billion rubles, in 2013 – 5,678 billion rubles were provided.

2. Russian Energy Agency

Russian Energy Agency’s goal is to enhance effectiveness of state policy in the field of energy efficiency and energy conservation, and to create a unified platform for interaction between all market participants, and finally to promote investment attractiveness of the electricity industry.

Russian Energy Agency provides implementation of the Federal law "Improvement of energy conservation and energy efficiency" and the Government's activities in the field of energy efficiency, innovative energy, renewable energy sources (RES). Furthermore Russian Energy Agency is a center for the exchange, monitoring of information, trainings, coordination and promotion of projects in the field of energy efficiency, renewable energy and innovation in the fuel and energy sector. Russian Energy Agency has an extensive network of branches in 70 regions of the Russian Federation, employs over 2000 people.

REA supports the Ministry of Energy of the Russian Federation in the development and implementation of sustainable energy policy with an essential goal of increasing federal and regional energy security.

Our specialists have taken part in the development of the Russian Energy Security Doctrine and the approaches to its monitoring based on state information resources.
According to the Russian Federation Presidential Decree of 15 June 2012 № 859, REA provides information and analytical support to the Presidential Commission for Strategic Development of the Fuel and Energy Sector and Environmental Security.

REA is involved in the development of laws, statutes, codes, rules, regulations and requirements in the field of sustainable energy, energy security, environmental protection, modernization of manufacturing capacities and processes in energy companies.

REA studies and uses the international experience in the field of innovative and high-tech energy development, paves the way for decisions in foreign politics aimed at the global energy security.

The Agency coordinates international cooperation in the field of energy efficiency enhancement and renewable energy sources. REA is also an expert in scientific-technical and technological development of the programs of energy efficiency improvement.


3. Ministry for Education and Science of the Russian Federation

The principles of implementation of the international scientific and technological cooperation with European countries in the field of  non-nuclear energy in the framework of the federal target program "Research and development on priority directions of scientific-

technological complex of Russia for 2014-2020" (hereinafter referred to as Programme) is determined by the Cooperation Agreement in the field of science and technology and are based on the decision of the Joint Committee of the EU-Russia (JC) on scientific and technological cooperation, as well as thematic working groups. All the joint initiatives are recorded in the "road map", an updated version of which was adopted in 2012 [http: //минобрнауки.рф]. Working groups under the Ministry for Education and Science of the Russian Federation are to identify research and innovation directions of the policy and programmes, which can be of mutual interest for European Union and Russian Federation. Also the working groups are responsible for implementation of cooperation in the frameworks of existed programs. 

Programme activities are directed to:

- Conducting researches in the framework of international multilateral and bilateral cooperation;

 - Support for research in the frameworks of cooperation with the Member States of the European Union;

 - Organization of participation in major international scientific and technical activities.

At the present time, the Minobrnauki of Russia agreed with European Commission the main areas of the program "Horizon 2020" and the Federal Target Program "Research and development on priority directions of scientific-technological complex of Russia for 2014-2020 years.

The Ministry for  Education and Science of the Russian Federation has selected the following areas:

- competitive low carbon energy;

- demonstrating advanced biofuel technologies;

- developing next generation technologies for biofuels and sustainable alternative fuels;

- partnering with Brazil on advanced biofuels;

- market uptake of existing and emerging sustainable bioenergy;

- large scale energy storage;

- modeling and analysing the energy system, its transformation and impacts;

- enabling decarbonisation of the fossil fuel based power sector and energy intensive industry through CCS;

- highly flexible and efficient fossil fuel power plants;

-  stimulating the innovation potential of SMEs for a low carbon and efficient energy system;

- smart cities and Communities solutions integrating energy, transport, ICT sectors through lighthouse (large scale demonstration first of the kind) projects;

- development of system standards for smart cities and communities solutions.

The Ministry  of  Education and Science  of  the  Russian  Federation has  established  a  functional  mailbox [email protected] to which the Russian scientific community may send enquiries about support available in Russia for participation in Horizon 2020.

4. Foundation for Assistance to Small Innovative Enterprises in Science and Technology

Foundation for Assistance to Small Innovative Enterprises in Science and Technology is a state non-commercial organisation in a form of Federal state budget establishment, main tasks of which are the following ones:

-  public policies to develop and support small enterprises in scientific and technical sphere;

- providing direct financial, informational and other assistance to small innovative enterprises implementing development projects and the development of new types of high-tech products and technologies based on these enterprises owned intellectual property;

- establishment and development of infrastructure to support small business innovation;

- facilitating the creation of new jobs for the efficient use of existing in the Russian Federation scientific and technological capacity;

- extra-budgetary investment in small innovative business;

 -training (including the involvement of young people in innovation) [].

The Fund's activities on support of joint projects with foreign partners and investors is being implemented within the framework of the program "Internationalization". The purpose of the program is to provide direct financial support to small innovative enterprises implementing development projects and the development of new types of high-tech. Financial support is provided for research and development.

The maximum amount of funding a project under the program shall not exceed 15 million. rubles, project duration: 18-24 months. When the projects implementation small innovative enterprises involve extra-budgetary funds. Foreign partners of the project are also attracting co-financing. The Russian part of the project is carried out by the Fund, foreign part at the expense of foreign funds. At the same time the projects should be balanced.

5. Union of the innovative and technological centers of Russia (ITCs Union of Russia)

The ITCs union of Russia is created for formation of the national innovative system providing, in particular, support and development of the innovative and technological centers (ITC) as Basic Elements of innovative infrastructure in the sphere of high technologies. Among the main objectives of the ITCs Union of Russia are the following ones:

- realization of policy of activation of business and scientific and technical activity;

- assistance in creation of the new innovative enterprises and support to the already existing;

- organization of interaction of the scientific, educational, innovative organizations and business enterprises;

- assistance to participation of the scientific and innovative enterprises in the Russian and international innovations, researches and competitiveness programs.

In the field of development of the international cooperation the ITCs Union of Russia is the Gate to Russian Business Innovation Networks project coordinator (Gate2RuBIN)is a large-scale initiative of integration of the European and Russian infrastructure of support of business of innovations. The Gate2RuBIN project provides participation of the Russian organizations in the Enterprise European Network – EEN. The ITCs union of Russia provides the decentralized access to the Russian small and medium-sized enterprises to information services, business cooperation and internationalization of services in a transfer of technologies and to innovations.

6. Russian Science Foundation

Foundation selects science and technology programs and projects that fall under certain propriety categories, and does so on a competitive basis. Among these priorities are basic research initiatives by research groups or individual scientists, or members of the higher education teaching staff; development of scientific organizations and institutions of higher education, creation of world-class departments and laboratories in scientific organizations and educational institutions, development of experimental facilities for scientific research.

Russian Science Foundation (hereinafter the Foundation) is established in order to provide financial and organizational support for basic research, research training, development of research teams that occupy leading positions in particular fields of science.

The Foundation acts in accordance with the Federal Law of the Russian Federation of November 2, 2013  "On the Russian Science Foundation and Amendments to Certain Legislative Acts of the Russian Federation" and the decisions of the Supervisory Board of the Foundation.

The aim of the Foundation is to achieve objectives of the Strategy of Innovative Development of the Russian Federation for the period up to 2020 approved by Decree of the Federal Government of December 8, 2011 № 2227-p, of the State Program of the Russian Federation "Development of Science and Technology", approved by Decree of the Federal Government of December 20, 2012 № 2433-p, and the Long-term Program of Basic research in the Russian Federation (2013-2020), approved by the Decree of the Federal Government of December 27, 2012 № 2538-p.

The Foundation provides grant funding on a competitive basis for basic research in the following fields of knowledge:

1 Mathematics, Computer and Systems Sciences;

2 Physics and Space Sciences;

3 Chemistry and Materials Science;

4 Biology and Life Sciences;

5 Basic Research for Medicine;

6 Agricultural Sciences;

7 Earth Sciences;

8 Humanities and Social Sciences;

9 Engineering Sciences.

The Foundation's mission is to identify most promising and ambitious scientific projects, most effective and efficient scientists who are able to rally teams of like-minded people, to educate the younger generation of Russian scientists engaged in research at the highest international level. The winners of the Foundation’s competitions, subject to the relevance of their achievements for the world science, Russian economy and society, can obtain long-term financial support for their research.

7.  Bioenergy Technological Platform

Object and purpose of technological platform’s creation:

- Providing the diversification of the Russian economy due to entry of new high-tech products and innovative technologies of bioenergy with high export potential.

- The transition to a new level of environmental standards and regulatory and legal framework in the field of bioenergy in the Russian Federation.

- Creating a new source of raw materials (renewable non-food biomass) for the chemical and allied industries, alternative to fossil hydrocarbons

- Creating the necessary technological, legal, financial and economic conditions for the development of national industry to produce energy-systems using non-food biomass and agricultural waste; a wide class of environmentally friendly motor fuels, a wide range of chemical, pharmaceutical, food and other products

- Increasing complexity and depth of processing of renewable nonfood raw material including agricultural wastes, creating waste-free production of energy

- Approximation of Russian environmental standards to the world and the dramatic improvement of ecological situation in the big cities of the Russian Federation, due to reduction emission of harmful vehicle emissions

- Development of curricula and educational programs, training and retraining of personnel, attracting and binding on the industry's enterprises and organizations of talented youth

A brief description of the markets and sectors of economy that are expected to impact technologies, developed within the Technology Platform:

- Energy and FEC, including small-scale power generation

- Housing and utilities, especially the "small towns", areas with no or limited capacity of a centralized energy

- Production of fuels for the automotive, agricultural, aviation, housing and communal services of "small towns" and private households

- Timber, woodworking and wood processing industry

- Agriculture, including animal husbandry, poultry, fishery in terms of energy supply  and  supply of high-quality forages

- Biotechnology, chemical, food, textile, light industry, pharmaceutical and cosmetic industry

8. Technological platform coordinator: OAO “RusGidro”

The aim of the Platform:

Combining the efforts of government, business, financial institutions and development institutions, scientific and design communities, educational institutions in creating conditions for the development of renewable energy, the introduction of high-efficiency generation technologies based on renewable energy sources (RES), improve the competitiveness of products and services for renewable energy in the Russian and global markets [].
