It is necessary to build consortium for the participation in the FP7. There are the demands for the third countries’ (including Russia) participation in the rules for the participation in the FP7.
It is necessary at least 3 European independent legal entities; Russian partner can be the forth (3+1). Financing can be from organizations from the “International Cooperation Partner Countries” (ICPC), including Russia.
In all thematic directions there are Specific international cooperation actions (SICA). They intend calls on specific thematic, presenting the mutual benefit.
The rules are clearly described in the document «Guide for Applicants».
In the «Collaborative Projects» by SICA is working the scheme (2+2): 2 participants must be established in different MS (Member States) or AC (Associated Countries) + 2 must be established in ICPC. For Russia it can be 2 participants from different regions.
In «Coordination and Support Actions» (CSA) directed on countries ICPC, the rules for participation are simplified: at least 1 independent legal entity.
