The Ministry of Education and sciences of the Russian Federation is appointed by the Coordinator of 7-th Frame Program of EU in Russia, approved by Eurocommission, and allocated by special duties within the limits of FP7:

• Management of distribution of the finance between participants and kinds of activity according to the contract and the decisions accepted by a consortium, under the internal schedule certain in the agreement on creation of a consortium.
  
  
• Conducting the invoices allowing at any time to determine the size of the loan, paid to each contractor for work under the project, and also annually to inform Eurocommission on the sums and dates of corresponding payments.

The Ministry of Education and sciences of the Russian Federation is the federal enforcement authority which is carrying out functions on development of a state policy and normative-legal regulation in sphere of education, scientific, technical and innovative activity, development of the federal centers of a science and high technologies, the state centres of science, intellectual property, and also in sphere of youth policy, education, trusteeship and guardianship, social support and social protection trained and pupils of educational establishments.
