The framework program is the basic tool of the European Union on financing scientific researches and development for the period with 2007 for 2013. The framework program is offered by the Commission of EU and accepted by Advice and the European Parliament on the basis of procedure of joint decision-making. Framework Programs are carried out with 1984 and cover the period in 5 years, thus last year the current program and the first year of the following program are crossed.

Validity 7FP is increased, in comparison with the previous Framework programs (1FP - 6FP). The given program is directed on construction of a uniform European Zone of Knowledge on the basis of achievements of the previous Framework programs, and also on carrying out of the further researches directed on strengthening of socio-economic factors of development of the Europe.

For realization of projects 7FP allocate a number of priority thematic directions (sections) of development of a science and technics, one of which is the section "Cooperation". The given section includes subitem "Energy". From the budget 7FP on this thematic subitem 2350 million euro is allocated.
